<p>In <em>Environmental Federalism</em>, Luke Fowler helps to refocus much-needed attention on the role of state governments in environmental policy creation and implementation in the United States. While the national government receives most of the attention when it comes to environmental policy, state governments play a vital role in protecting our natural resources. Legacy problems, like air, water, and land pollution, present one set of challenges for environmental federalism, but new problems emerging as a result of climate change further test the bounds of federal institutions.</p> <p>Examining patterns of pollution and case studies from the Clean Air Act and the Clean Water Act, Fowler explores two questions: has environmental federalism worked in managing legacy environmental problems, and can it work to manage climate change? <p>The Japanese economy is beginning to show signs of recovery after years of stagnation/deflation, but many Japanese policymakers warn that this economic growth may be sluggish: slower than in the United States and certainly slower than in other East Asian countries. Japan faces significant economic problems, including an aging population, a large fiscal deficit, and the need to adjust to the IT economy and to competition with the rest of East Asia. A slow growth scenario would greatly reduce opportunities for new productive investment and would make it increasingly difficult to provide for Japan's growing social needs.</p> <p>The authors of this book argue that Japan can and should grow more rapidly, and examine the reasons for the sluggish performance of the Japanese economy. <p>Dramatic and controversial changes in the funding of science over the past two decades, towards its increasing commercialization, have stimulated a huge literature trying to set out an "economics of science". Whether broadly in favour or against these changes, the vast majority of these frameworks employ ahistorical analyses that cannot conceptualise, let alone address, the questions of "why have these changes occurred?" and "why now?" Nor, therefore, can they offer much insight into the crucial question of future trends. Given the growing importance of science and innovation in an age of both a globalizing knowledge-based economy (itself in crisis) and enormous challenges that demand scientific and technological responses, these are significant gaps in our understanding of important contemporary social processes.</p> <p>This book argues that the fundamental underlying problem in all cases is the ontological shallowness of these theories, which can only be remedied by attention to ontological presuppositions. Conversely, a critical realist approach affords the integration of a realist political economy into the analysis of the economics of science that does afford explicit attention to these crucial questions; a ‘cultural political economy of research and innovation’ (CPERI). Accordingly, the book sets out an introduction to the existing literature on the economics of science together with novel discussion of the field from a critical realist perspective. In arguing thus across levels of abstraction, however, the book also explores how concerted engagement with substantive social enquiry and theoretical debate develops and strengthens critical realism as a philosophical project, rather than simply ‘applying’ it.</p> <p>Divided into two volumes, in this first volume the book explores the ‘top’ and ‘tail’ of the argument, regarding substantive and philosophical aspects. <p>The end of the Cold War put the planet on a new track, abruptly replacing the familiar world of bipolarity, red phones, and intercontinental ballistic missiles with the strange new world of the Internet, e-commerce, and Palm Pilots. The "New World Order" was defined by a U.S.-led war against Iraq, bloody ethnic strife in Bosnia and Rwanda, and religious turmoil in Central Asia. This evolving global system, however, overlooked the powerful role of credit, which functions as a critical building block for developing greater national and individual wealth. This volume examines the evolution of credit in the Western world and its relationship to power. Spanning several centuries of human endeavor. it focuses on Western Europe and the United States and also considers how the Western system became the global credit system. Six major themes run throughout: (1) the direct relationship between credit and power; (2) different kinds of political power promote different kinds of economic behavior; (3) various societal and cultural groups were often more successful in mingling credit and political power; (4) the Western credit system evolved in tandem with the development of the nation-state; (5) historically, there has been a pattern of financial crises; (6) credit spread from being the privilege of the wealthy and powerful to being available to vast numbers. <p>This book explores the limits of the idea of 'neo-colonialism' - the idea that in the period immediately after independence Malaya/Malaysia enjoyed only a 'pseudo-independence', largely because of the entrenched and dominant position of British business interests allied to indigenous elites. The author argues that, although British business did indeed have a strong position in Malaysia in this period, Malaysian politicians and administrators were able to utilise British business, which was relatively weak vis-a-vis the Malaysian state, for their own ends, at the same time as indigenous businesses and foreign, non-British competitors were gathering strength.
